School Finance Data System

A working concept for the New Hampshire Department of Education, Bureau of School Finance

Every year 215 school districts, SAUs and chartered public schools report their finances to the State. Each keeps its accounts differently, and each return has to be translated into the Uniform Chart of Accounts before the Department can certify it, publish it, and set municipal tax rates from it. This concept shows how that would work.

The numbers

215
reporting entities
179 districts · 105 SAUs · 36 charters
1,206
local accounts in one district
translated into 1,376 UCOA strings
20.7%
of local accounts fan out
one account maps to several UCOA strings
190
validation rules
130+ statutory DOE-25 checks, ~60 internal

What this concept shows

Bring the data in as it already is

No district changes its accounting package. Files arrive by upload or secure transfer and the original is kept exactly as sent.

Open Import Data

Translate to UCOA, with the reasoning visible

Mapping is driven by published rules a person confirms. Nothing is guessed silently, and every mapping shows the rule behind it.

Open Crosswalk Workbench

Validate before anything is certified

190 rules run against every submission. Errors block certification; warnings need an acknowledgement.

Open Validation

Publish one certified figure

The Department's number, the tax-rate feed and the public dashboard all read the same certified record, so they cannot diverge.

Open Transparency Dashboard

Illustrative concept prepared for RFP 2026-NHED-BSFIN-01. Figures are drawn from the test data published with the solicitation. This is not a released product.
